THE FUNDAMENTAL OBJECTIVE AND THE OPTIONS OF THE STRATEGY

[A] Fundamental objective on an medium term:

(1)Creation of TECHNOLOGIC TRANSFER of some industrial sub-sectors of fine mechanics, optics and mecatronics for a functional market compatible with the principles, norms, mechanisms, institutions and policies of the European Union;
(2)Outlining the convergence of the TECHNOLOGIC TRANSFER activities, created as well as on a resources and possibilities evaluation and on the internal and international context;
(3)Supporting the imperative of ending the transition of the TECHNOLOGIC TRANSFER at the market economy, concerning the industry of fine mechanics, optics and mecatronics but also the preparation of the adherence of some industrial fine mechanics, optics and mecatronics sectors to the industrial fields corresponding to EU;
 
[B] The options of the strategy which corresponds to the fundamental objectives take into consideration the creation of conditions for:
(1)Assuring the increase of the importance of the sectors specific to the industry of fine mechanics, optics and mecatronics on the basis of the TECHNOLOGIC TRANSFER and of the increase of the investment rates, as well as by a significant participation of the national capital and by drawing external resources;
(2)Continuation of the measures for stabilization of the sub-sectors specific to the industry of fine mechanics, optics and mecatronics by promoting the TECHNOLOGIC TRANSFER which corresponds to the field and of some policies for ensuring some budgetary deficits handled also by a reduction in the cvasi-fiscal deficit, in the specific industrial sector;
(3)Promotion and integration of the TECHNOLOGIC TRANSFER and of some coherent policies, compatible with the EU mechanisms, aiming the structural “adjustment” of the field of fine mechanics, optics and mecatronics, developing and modernizing the infrastructures of some sectors specific to the field, revitalizing and re-technology of some industrial sub-sectors and respectively of some enterprises which correspond to the sub-sectors, the support of the implementation of information technology for informing the other industrial sectors which correspond to the national development strategy;

 

(4)Creation of an optimizing environment to the TECHNOLOGIC AND BUSINESS TRANSFER, on the market specific to that area, based on the market competition development, reduction of costs and diminishing the fiscal burden and promoting some specific simulation measures of the small and medium-sized enterprises; 
(5)Modernising and developing of the TECHNOLOGIC TRANSFER and of other industrial services and specific to the field, for a better satisfaction of the needs and necessities on the internal (and external) market, and getting closer to the standards of the EU countries;
(6)Amplifying the process of TECHNOLOGIC TRANSFER and re-modeling the capacity and structure of the industrial production which corresponds to the field of fine mechanics, optic and mecatronics, including by developing and stimulating the cooperation with EU partners, including organisms afferent to the infrastructure of technologic transfer, on the grounds of the consolidation of a market economy functioning, 1 real infrastructure of a competitive climate and of revitalizing the small and medium-sized enterprises with a competitive potential;
(7)Sequential of the selection process and redimensioning the economic agents in the field of fine mechanics, optics and mecatronics, employed in the restructure process and economic re-launching by absorption of the technologic transfer of the most efficient results of the research- developments;
(8)Development inside the TECNOLOGIC TRANSFER consulting and training, of enterprise and business training in relay centres of transfer specific to the field of fine mechanics, optics and mecatronics, which facilitates the services useful to IMM (Small and Medium-sized Enterprises);
(9)Perfecting the project management of research- development and TECHNOLOGIC TRANSFER and developing the capacity for generating scientific and technologic knowledge in the field of fine mechanics, optic and mecatronics, for a reduction in technologic differences, developing the informational infrastructure, applying some standard evaluation procedures for evaluating the activity and personnel, developing the capacity to spread the scientific and technologic knowledge by an extension of the transfer infrastructure and of marketing services, of the offices connected with the industry, of the business and excellence centres;
(10) Developing the innovation absorption capacity in the economic environment, by developing the field of fine mechanics, optics and mecatronics and respectively by technologic transfer of the results from this important field.

1.Awareness of the commercial societies from the field, regarding the necessity and the importance of the technologic transfer activities;
2.Constant implication of the Relay Centre of Technological Transfer and Consultancy in actions of technologic transfer of the C-D-I results;

Project’s objectives:

- Developing the transfer infrastructure for the field of fine mechanics, mecatronics and connected fields for promoting the technologic transfer commercialization of technologies towards other industrial sectors.
- Technologic transfer and the know-how in industrial and research fields.
